d/control: update Build-Depends for ocaml

ocaml-native-compilers is not shipped in Debian since buster, ocaml-nox
is a transitional package for ocaml in unstable/testing.
Since ocaml depends on ocaml-nox in bullseye, it doesn't affect
backports.
